The Telecom Regulatory Authority of India (Trai) is, more often than not, peeved that the government ‘cherry picks’ from its recommendations. Telecom Secretary S Behura explained why at a Ficci seminar on 3G and BWA. Answering a question on why the government had not accepted Trai recommendations on Voice-over-Internet-Protocol (VoIP), he said, “The government has to balance the views and interests of all stakeholders and this takes some time.” In other words, if we cherry pick, it is for a very good reason.
