Ministers of State have always complained that their ministers don’t give them work. But there are ministers of state who appear not to want any work. Minister of State for Home, Mullapally Ramachandran has never answered a question in Parliament. He says he can’t. Kapil Sibal has just about met some of his junior ministers (not including Sachin Pilot) and has no real idea of what they do. But they still complain.
