An ink attack on Delhi Chief Minister Arvind Kejriwal has exposed new faultlines in the Aam Admi Party (AAP) structure and raised questions about its deep organisational weaknesses.

A young woman identified as Bhavna Arora walked up to the podium where Kejriwal was addressing a meeting on the success of the odd-even experiment and threw ink on the chief minister. This is the third time ink has been thrown on Kejriwal (once in Varanasi and in Delhi).

The AAP blamed both the Bharatiya Janata Party (BJP) and the Delhi Police for "allowing the attack".

Arora was immediately surrounded by police and led away and is now in police custody. But before she was taken away, she alleged that she did it because of a "massive CNG certification scam" during the odd-even experiment. She said CNG vehicles were exempt from the odd-even rule during the 15 days when the restriction was imposed, and claimed that she had a CD that showed corruption involving AAP ministers in obtaining CNG certificates.

The AAP rejected the charge categorically. Deputy Chief Minister Manish Sisodia put the blame for the attack on the Delhi Police and the BJP and charged that the Delhi Police would "stop at nothing – not even engineering the killing of Kejriwal – to end the AAP rule in Delhi".

Kejriwal, who is entitled to Z-plus security as a Chief Minister, had rejected that offer of security in February 2015.

Sources said Delhi Police Commissioner BS Bassi has asked the divisional commissioner concerned to submit a report on how the security breach happened at the stadium.

The rally was organised by the Delhi government to thank people of the city for making the road rationing scheme a success.

The BJP has criticised the attack although some in the party said the AAP had engineered the attack on itself.
