Madan Lal Sharma said people have started migrating in view of the growing incidents, with several people being injured and hundreds of cattle-heads killed.
"A situation of terror has been created" in areas like Samba and Poonch, he said, adding that the Pakistan army was indulging in firing and shelling to infiltrate terrorists across the border.

Seeking a fair deal to families of those killed or injured in such incidents, Sharma said the next of kin of any person killed by militants gets Rs 5 lakh as compensation and a job, but those killed or injured by cross-border firing and shelling get just Rs one lakh and Rs 10,000 respectively.
He made a strong plea for removing this disparity.
Sharma also demanded that the Centre send an all-party delegation and a team of officials to the affected areas to assess the situation.
