Shri Saurabha Garg, Secretary Industries, GoO, in august presence of Mr Mukul Somany, Deputy Chairman, CII Eastern Region, Mr Santosh K. Mohapatra, Chairman, CII Orissa, Mr S.S Nandurdikar, Vice Chairman, CII Orissa and Dr Saugat Mukherjee, Regional Director, CII Eastern Region released the Vision Document for Orissa “Orissa@2022” today while the gracing CII Orissa’s Annual Day as the Chief Guest.
The concept emanated from the progressive thought of Prof C.K. Prahalad, one of the world’s most renowned professors of corporate strategy. By profession, Prof Prahalad is the University Professor at The Ross School of Economics, University of Michigan. C.K. Prahalad had a vision for our country after attaining 75 years of independence i.e. where our country would stand in the next fourteen years compared to other developing nations, not only in terms of higher Gross National Product but also in terms of quality of living for its people and other social equity parameters.
In tune with that, Confederation of Indian Industry, CII in association with Yi ignited a movement building upon the successes of 60 years of Indian Independence. CII would be a catalyst in the entire efforts towards eradication of poverty, generation of employment and promotion of entrepreneurship to ensure enhanced quality of life of the populace.
Over 20 states have contributed to the framing of the National Vision. Task Force Members, Vision Ambassadors and the Facilitators carried the initiative forward. More than 27 workshops encompassing around 1500 stakeholders and 100 interviews were conducted throughout eastern region.
Orissa from being the poorest state in the country has transformed itself to one of the most progressive states. Gross State Domestic product has increased to 8.5% during the Tenth Plan period compared to 5.5 % in the previous plan period. Various Indian and foreign companies are in the beeline for investment in steel and power sector. Private investments under implementation in Orissa now total about US$125 billion – which is about seven times the state's annual gross domestic product (GSDP).
CII, Orissa held six workshops in different districts namely, Cuttack, Puri, Dhenkanal, Khurda, Bhadrak and Balasore. ICFAI Business School, Bhubaneswar was the Institutional Partner and State Facilitating Agency for developing the state level vision elements in coordination with Boston Consulting Group. The vision elements were collated through workshops in different districts, interviews through various radio channels and consultation with a cross-section of society members including students, farmers, informal businesses etc. The vision elements are the following:

These workshops yielded some positive results. On infrastructure front, it has been envisaged that in the next 14 years, all 50000 villages would have all weather connectivity, compared to 40% of the villages in the current scenario. In addition to one major port, Paradeep, three other ports, namely Gopalpur, Dhamra and Kirtania should be developed into major ports in 2022.
On the social front, Infant Mortality Rate should be brought down to less than 20 per 1000 live berth from the current level of 73 per thousand and Maternity Mortality Rate to be brought down to less than 50 per 1 lakh pregnancies from 358 per 1 lakh pregnancies. Literacy rate should be 100% in 2022 from a meager rate of 63.08% in the current scenario.
In agriculture, a concerted effort would be made to make all agriculture land irrigated, whereas presently, irrigated agricultural land comprises less than 30% of net area sown. The per capita investment in industry should be more than the country average, whereas now it is Rs. 1961 compared to country average of Rs.2303. Besides these initiatives, a dedicated effort would also be given towards addressing the issues of tourism promotion, educated unemployment, under-employment, disguised unemployment, frictional unemployment and popularizing Child Welfare programmes.
The role of CII is to play the role of a catalyst in the entire efforts eradication of poverty, generation of employment and promotion of entrepreneurship to ensure enhanced quality of life for the populace. CII will encourage handling of the entire matter of large-scale land acquisition by the concerted stakeholders in a sensitive and innovative manner. Clusterisation of MSMEs is another initiative to be taken by CII. In this direction, CII shall act as a bridge between large member companies to enable adoption of MSME clusters. CII shall advise its member companies to actively participate in peripheral developmental activities thereby improving the environment in they exist and operate as a long term measure to obtain increasing returns to scale in business.
It has also taken up a major agenda of developing a State Agenda that would tickle down to major districts of the state as “District Development Plan” which would provide a guideline for development.
