News Facts
- In another boost to the government’s national e-governance program, all urban local bodies (ULBs) in Maharashtra will soon adopt the Kalyan Dombivali Municipal Corporation‘s (KDMC) e-governance model of delivering citizen services.
- The model, which was jointly developed by Oracle and ABM Knowledgeware, will be replicated in all 231 ULBs across the state by 2012, following a government resolution and order by the Urban Development Department, Government of Maharashtra.
The solution, patented under the name of KDMC, includes MAINetTM, software for e-governing municipal bodies from ABM Knowledgeware (an Oracle Platinum Partner) standardised on Oracle Database.
- This solution allows ULBs to operate with high levels of transparency and accountability and will benefit millions of citizens by creating an online citizen interface for all Municipal Corporations and Nagar Parishads (Municipalities).
- To be delivered through citizen facilitation centres (CFC), this IT project will help automate access to more than 100 citizen services in Maharashtra including:
- payment of taxes
- property related queries for telephone or internet connections
- application for new water connection
- application for any other service or
- application for birth/death certificate
- simple registration of any civic complaint
- Work has already been initiated in cities such as Ambarnath, Badlapur, Panvel, Khopoli, Alibag, Pen, Baramati, Panchgani, Satara, Karad, Solapur, Amravati, Chiplun, Mavan, Shirdi, Jaisinghpur, Malegaon, Dhulia, Ahmednagar, Aurangabad, Jalna, Shegaon, Dapoli, Daund, Junnar, Yavatmal, Akola, Beed, Madgaon, Aashta and Pusad.
- The move to replicate the KDMC model across 231 ULBs in Maharashtra is a demonstration of Oracle’s capabilities in implementing complex and large citizen sector projects and its ability to take its solution across India.
- Oracle has been associated with e-governance projects in India with the successful deployment of its best-of-breed products across Databases, Applications and Middleware with solutions in government departments like Department of Treasuries of West Bengal, Madhya Pradesh and Karnataka; Department of Income Tax & Commercial Tax of Assam, Bihar & West Bengal; Department of Sales Tax of Punjab; utility projects in Maharashtra, Gujarat, Tamil Nadu, West Bengal, Andhra Pradesh, Kerala and Bihar.
- The importance of technology in citizen services and its correlation with productivity, inclusion and growth can no longer be underscored and the government’s push to improve the delivery of citizen services has gained greater momentum with the deployment of advanced technologies from globally recognized companies. The criticality of IT usage, improvement in services, impact on quality and productivity, impact on society and innovation in terms of reach, replication, tangible impact on efficiency, operational costs & decision making and demonstrating functionality of providing various information relating to e-governance are all crucial factors for the success of any e-governance initiative.
Success at Kalyan Dombivili Municipal Corporation:
* KDMC benefits from MAINetTM and Oracle Database’s, robustness, scalability and simplicity of management in many ways:
- More transparency in service applications and issuing licenses and certificates
- More efficiency in day-to-day administration of the corporation: It is vital that citizen-centric departments are able to share data between them (e.g., details pertaining to a citizen’s payment of taxes, renewing licenses, among others), thereby creating an online connectivity for government-to-citizens transactions. Citizens are able to carry out a variety of tasks, especially those that involve multiple government departments, without initiating contacts with each government department individually.
l Increase in productivity of manpower due to assistance by the computer system in decision-making.
