He said that as per provisions of Section 313 of DMC Act, layout plans can only be approved by the Standing Committee of the Municipal Corporation of Delhi and Delhi government in any case has no right to breach this right.

He further added that if Delhi government sends layout plans after fulfilling all the formalities to the Municipal Corporation of Delhi for approval, then they will approve it within 24 hours.

"Last year Delhi government announced that it was recommending to the Union Government that the layout plans of unauthorised colonies be approved by the Union Urban Development Ministry instead of Delhi Municipal Corporation. But as per Union Urban Development Ministry, they receive no such proposal," he said.

He demanded that no development charge should be taken for regularisation and they should be exempted from payment of property tax for next 10 years. The colonies, which are developed on public land should be given ownership rights only on the basis stamp duty fees and not on a price of the land.

He said that these colonies should also have facilities like community halls, schools, roads, drainage system and all other civic services as are provided in the regularised colonies.
