Normal banking operations, including cash transactions, cheque clearances and fund transfers were affected.
Private banks HDFC, ICICI, Axis Bank and Yes Bank in Itanagar functioned normally.
Around 10 lakh employees and officers all over the country are participating in the two-day strike.
