Dhumal government had made "education a business" and it had gone for quantity and not quality by allowing 16 private universities in a small state like Himachal, Mankotia alleged.
The government was ignoring state-run education institutions, Mankotia claimed while referring to the Central University of Himachal Pradesh (CUHP) which has "become a victim of politics and government apathy."
Maintaining that outside people were being given land to establish education institutions, Mankotia said a time will come when most of the land will be purchased by outsiders.
