This was decided at an emergency meeting convened by Social Welfare Minister Sabitri Mitri with senior department officials today.
Mitra said that she had urged the Finance department for sanction of CCTVs and sirens in all homes.
A register with names, addresses, phone numbers, and day and date for visitors would be made mandatory at all homes.
Reports about the homes would be submitted by BDOs and civil society groups and weekly reports given by District Social Welfare (DSW) officers to the minister.
Following the death of the inmate, the home in Hooghly district was closed down, while the CID was investigating how many others died in the last few months and why they were buried secretly.
The police have arrested the home's secretary Udaychand Kumar and his aide Shyamal Ghosh, the prime accused in the case, which came to light after the mysterious death of the 32-year-old inmate Guriya early this month.
