"The process of dialogue should be uninterrupted and uninterruptible", Aiyar said at a function here.
Regretting that after the 26/11 Mumbai attacks, the progress made during talks had gone back to where it began from, he said, there should be some dialogue "which even the terrorists can't stop".
For healthy Indo-Pak relations, he suggested having a joint anti-terror mechanism between the two countries, which might also involve other Asian countries.
Stating that the current crisis of nationhood in Pakistan was not related to India but Islam, Aiyar said the neighbouring country had been the biggest victim of terrorism.
"The biggest victim of terrorism has been Pakistan. The number of people killed in Pakistan due to terrorism is more than those killed anywhere else in the world", he said.
The Congress leader pointed out that even the headquarters of Pakistan's ISI, Army and Navy have all been attacked by extremists.

Aiyar, who was born in Lahore, said, terrorism was not a home-grown phenomenon in Pakistan, as "it is a global issue affecting many countries in Asia, including China".
Former Army General Shankar Roychowdhury, who also spoke on the occasion, said the concept of war had transformed itself into low-intensity conflicts or terrorism.
