Kailash Khatua of Manoharpur village allegedly raped the girl when her mother was away from house on Monday night, they said.
The mother of the victim, a daily wage earner at a steel plant in Kalilnga Nagar Industrial complex, yesterday lodged a complaint with the police after being told about the incident by the victim, they said.
Kailash was arrested on the basis of the complaint, Inspector-in-charge of Kalinga Nagar police station K C Mundsaid.
