An official spokesman of the police department said the accused, identified as Som, a resident of Jind, was arrested near bus stand, Jind and was produced in court, which remanded him to three days in police custody.
Further investigation is underway to nab the other seven accused, he added.
The man, who was eating street food in a busy market in Jind was shot dead by armed miscreants over old enmity on April 20.
Three armed men arrived in the market at Shiv Chowk, Jind, where the youth identified as Lucky was eating some food at a stall.
The shocking incident was captured by CCTV cameras.
A case in this regard was registered against eight persons yesterday on the basis of a complaint lodged by the father of the victim, police said.
