The bodies of labourer Lafoor (40) and his contractor Vipin (24) were brought out from the underground tank, police said.
Lafoor had gone into the tank to remove a shuttering but cried for help, police said, adding to help him Vipin went into it.
After not getting response from them, a third labour was sent into the tank with the help of a rope, they said.
He also cried and was pulled out, police said, adding that after being pulled out he fell unconscious.
Following that police and fire brigade were called and they pulled bodies of Lafoor and Vipin.
An FIR against owner of the house has been registered.
