The women, who are suspected to be the key operators and have been absconding for the past few days, surrendered at the office of the Inspector General M R Ajith Kumar, police said.
They appeared before the police accompanied with their lawyer and said they were surrendering on their own. They were then taken to the Women Police station.
In what came to known as "blackmail sex scam" in local parlance, the two women allegedly played a key role luring their victims to sex traps to extort money from them.
The case took a sensational turn when another accused Jayachandran was arrested on July 24 in the state capital where he had allegedly used a room in the MLA's hostel as a hide-out.
