During the probe, the National Investigation Agency (NIA) has found that the banned terror outfit was trying to set up bases in different locations and recruiting locals, sources said.
Besides, the module in Burdwan managed to transport six IED consignments to Bangladesh to be used for terrorist activities, they added.
Investigators are trying to find out whether the explosives, found in Burdwan, were exclusively meant for Bangladesh or to be used somewhere in India, the source said.
Doval, along with National Security Guard chief Jayanto Choudhury and NIA chief Sharad Kumar, visited Burdwan blast site today and later met the Chief Minister.
The NIA had said the accused persons arrested in the Burdwan blast case and their associates were members of terror group JMB, who were preparing IEDs for transporting them to that country for possible terror attacks.
