The victims were on their way to Haridwar to perform 'mundan' ceremony when the tractor trolley in which they were travelling was hit by Kotdwar-bound passenger train at an unmanned crossing, they said.
The deceased have been identified as Omawati (40), Lal Singh (40), Romesh (35) and Ram Kunwar (60), police said, adding those injured have been admitted to Samipur hospital by the locals.
Sub-divisional Magistrate Manoj Kumar, Circle Officer Sanjay Rai and other official reached the spot and sent the bodies for post-mortem.
