The villagers stopped the revenue officials, who had come to take some measurements related to the project, on Thursday and protested against the government's project, a police officer said last night.
The protesters, from Chiradpada and Pise villages in Bhiwandi taluka, raised anti-government slogans and blocked the Atkoli-Chiradpada-Pise road by putting wood logs and sand heaps there, he said.
The Padgha police registered an offence against the villagers on Friday under IPC sections 352, 353 (assault or criminal force to deter public servant from discharge of his duty), 341 (wrongful restraint), 143 (unlawful assembly) and under relevant sections of Bombay Police Act and Prevention of Damage to Public Property Act-1984.
