They had all been rescued by late afternoon and there were no casualties, state-run Xinhua news agency quoted rescuers as saying.
Over 200 people were involved in the rescue effort.
The local fire brigade rushed to spot after receiving reports that about dozens of people, including some foreigners, were trapped in the Yaoshan mountain scenic spot in Guilin.
The accident was probably caused by power failure although it is still under investigation, rescuers said.
