"The Wall" will be the first original film for Amazon with Liman directing from a script by Dwain Worrell.
The script was on the 2014 Black List before being acquired by the studio, reported Variety.
The film is described as a deadly cat-and-mouse thriller waged between an American sniper, played by Taylor-Johnson, and Iraqi sharpshooter who has him pinned down behind a small chunk of concrete.
Sources say Taylor-Johnson, 25, won Liman over for the highly coveted role after several meetings.
The actor was recently seen in "Avengers: Age of Ultron" as Quicksilver.
