"That (ADB's denial of loan to state) will make no difference ... We will make sure from central government resources that approved projects will be funded," Planning Commission Deputy Chairman Montek Singh Ahluwalia said after approving the Rs 3,535-crore annual Plan outlay of Arunachal Pradesh for this fiscal.

Multilateral agency ADB this week signed a pact with the Indian government for providing loan of USD 74.8 million to improve connectivity in the North Eastern states, excluding Arunachal Pradesh.

Under the road development project, a total of 433.7 km roads would be upgraded in six states of Assam, Manipur, Meghalaya, Mizoram, Sikkim and Tripura.

"... For the total Plan, Finance Ministry helps to get resources from different sides. Some of the resources come from one agency ... ADB, World Bank ... If those agencies do not support a particular project, it does not mean that project would not get done. It just mean that we will use our own resources for that," Ahluwalia said.

When asked about raising the issue with ADB, he said, "That is something finance ministry handles. I am sure, they will do that."

On this issue, Arunchal Pradesh Chief Minister Nabam Tuki said, "We are pursuing the matter with the Planning Commission and central government for compensating (the state) from separate arrangement. We will not get (funds) from Asian Development Bank. But we will make some other arrangement."

Ahluwalia and Tuki met here to finalise the annual Plan outlay for the Arunachal Pradesh for 2012-13.
