A notification issued by the general administration department said Padhi, a 1983 batch officer, would formally take charge from incumbent Chief Secretary G C Pati who retires on November 30.
Padhi is presently working as Additional Chief Secretary to the Chief Minister.
"I am very happy over the development. Like all officers, I too had a desire to reach the top post. I will try to do justice to the post," Padhi told reporters.
Development Commissioner U N Behera has been appointed as the new Additional Chief Secretary to Chief Minister in place of Padhi.

Health Secretary Bhanu Pratap Sharma has been appointed
Secretary, Department of Personnel and Training. IAS officer C K Mishra will be new Secretary in Department of Health and Family Welfare in place of Sharma.
Mishra is presently Additional Secretary in the Health Ministry.
Senior bureaucrat Dinesh Singh will be new Secretary, Department of Land Resources. He is presently Special Secretary in Ministry of Statistics and Programme Implementation.
Singh has been appointed as Officer on Special Duty in the Department of Land Resources till he take over as the Secretary, on superannuation of the present incumbent V S Madan, the DoPT order said.
Senior IAS officer Latha Krishna Rao, who is working in her state cadre Karnataka, will be Secretary, Department of Social Justice and Empowerment.
Amarjeet Sinha has been appointed as Secretary, Department of Rural Development. He is Additional Secretary in the same department.
N S Kang, a 1983 batch IAS officer of Punjab cadre, has been appointed as Secretary and Director General, National AIDS Control Organization.
Rakesh Srivastava, a 1981 batch IAS officer presently working in his state cadre Rajasthan, has been appointed as Secretary, National Commission for Backward Classes.
The post held by Rajeev Kapoor, Director, Lal Bahadur Shastri National Academy of Administration, Mussoorie, has been upgraded to the level of Secretary. Kapoor is a 1983 batch IAS officer of Uttar Pradesh cadre, the order said.
