In a late night raid yesterday, four men and 12 girls, including the Afghan national, were held, based on a tip-off.
"Ganga Villa Guest House manager Kaptan Singh, kingpin of the racket, who indulged in immoral activities in connivance with the owner of the guest house, is among the arrested," Gurgaon Police PRO Ravinder Kumar said.
All the 16 accused have been booked under relevant sections of IPC in Sadar police station, the officer said.
