Gurmeet Singh, a resident of Satwari area in the city, was on the run for the past 22 years, police said.
Wanted in several cases including an attack on a traffic police constable, Gurmeet was arrested in Narwal area in Jammu region, they said.
An arrest warrant had been issued against him by a court, police said.
