Sources in Gurgaon Police today said that the agent, identified as Anwar, operates from Delhi and places maids in the entire NCR region.
However, there has been no restraint put on him so far and senior officials suspect that he may leave the country any moment to evade arrest.
Gurgaon Police have also claimed to be in a fix saying that they do not know what action to take next unless the Ministry of External Affairs (MEA) responds to the "detailed report".
The facts disclosed by the report were later confirmed by senior police officials.

The report disclosed that the wife and daughter of the Saudi diplomat allegedly "abused" police officials when they went to rescue the two Nepalese women, who alleged rape by the diplomat.
While the investigation team -- consisting of several women officials -- was waiting in the lobby outside the apartment's front door, the Nepalese women were allegedly beaten up by the residents, who were trying to desist them from leaving the house.
Gurgaon Police, in the report, mentioned that they were unaware about the identities of the occupants of the apartment when they went there to rescue the two Nepalese women, based on a tip by an NGO, on September 7.
"We later realised that the residents could be Saudi Arabian nationals who may be holding diplomatic status in India. The male member is believed to be the First Secretary with the Saudi Arabian Embassy in New Delhi," reads the report.
