The Congress had earlier announced Sanjay Rattan as its candidate for the Jwalamukhi seat, but later asked Sudhir Sharma, its candidate from Dharamsala, to shift there and sent Manoj Gaddi to replace him.

It also sent Rattan to adjoining Dehra constituency in place of Brig R S Rana.

However, HPCC president Virbhadra Singh assured Sudhir Sharma that he would contest from Dharamsala, which led to confusion within the party as both Manoj and Sudhir have started their campaign in Dharamsala.

Rattan, who had started campaigning in Jwalamukhi, is also in a fix as he too is not sure about his position.

While Sharma has said he is "not keen" to contest from Jwalamukhi seat, Gaddi too is maintaining that since he had been given party ticket and there has been no change regarding seat allocation so far, he will go ahead with his campaign in Dharamsala.
