"We urge the leadership of both the political parties forming new government in the state to include the implementation of 73rd and 74th amendment of the Constitution in their Common Minimum Program so that grass root level democratic institutions like Panchayati Raj institutions and urban local bodies are strengthened," president of AJKPC, Anil Sharma told reporters here today.
He said without inclusion of Article 73rd and 74th of Panchayat Raj Act (PRA), there cannot be any development.
He said former NC-Congress government could not fulfil its promise of empowering Panchayati Raj institutions, though they successfully conducted the 1st tier Panchayat Elections but they neither gave them the autonomy as envisaged in the Panchayati Raj Act of the state nor conducted the elections of block and district committees.
AJKPC leader demanded the implementation of 73rd and 74th amendments of the Indian Constitution in toto.
"We assure that Panchayats would cooperate with the new regime in executing their developmental and people welfare schemes without any political motives," he said.
