All India Police Science Congress kicks off in Himachal

The two-day 46th All India Police Science Congress organised by the Himachal Pradesh Police Department and The Bureau of Police Research and Development began here today with a clarion call to the police by Chief Minister Jai Ram Thakur to stay ahead of criminals by using technology to prevent and detect crime.

"Technology is a double-edged weapon, accessible to both the police and the criminals and as such, it is imperative that the investigating agencies must beat the criminals and draw up proper and effective strategy to maintain law and order and ensuring safety of citizens, especially the women," Thakur said.

Asking the police to draw up its future strategy with circumspection to frustrate the designs of criminals by optimal use of technology and social media, he said the importance of social media is well known and it should be used to bridge the gap between the police and the people.

Thakur said in order to ensure safety of women, Gudiya Helpline and Shakti Button App have been launched and the main object of these initiatives was to provide immediate assistance to women at the time of distress.

Thakur also cautioned the police against misuse of crypto currency or virtual currency and said law enforcing agencies must be fully conversant with all aspects of this new phenomena and evolve a strategy to check these frauds.

"Adequate knowledge and application of information technology was required to solve different types of crimes and such conferences help in upgrading the skills of police and also go a long way in providing efficient services to general public," the chief minister added.

Speaking on the occasion, Director General Bureau of Police Research and Development A P Maheshwari underlined the need for integration of scholars and the police.

He said that fora was created for integration of scholars of IIT, IIM and the police, keeping in view the threat posed by criminals in the virtual world.

"Use of modern technology in investigation is the need of the hour as it improves the quality of investigations and provides scientific evidence, which has more validity and reliability in the eyes of law," DGP S R Mardi said, adding that the resolutions adopted in the All India Police Science Congress would serve as a road map for all the police forces in the country.

The Police Science Congress would also provide an opportunity to interact, learn and understand the best practices followed in other states and union territories besides sharing of knowledge which could contribute towards increasing conviction rates, he added.
