With the Nation Food Security ACT (NFSA) becoming a reality, there was a shortage of about two lakh tonnes of food grains in the state's quota, he said.
"The statutory rationing system, which was in force in Kerala for several years, has come to an end with the NFSA coming into force. This is the main problem", Vijayan said.
The Act aims to provide subsidised food grains to approximately two thirds of India's 1.2 billion people.
