On January 22, the Los Angeles City Attorney decided not to prosecute the 28-year-old actress for driving under the influence of Adderall.
According to TMZ, the City Attorney thought he could not sell the case to jury because Bynes' Adderall level in her bloodstream was relatively low during the arrest.
However, the City Attorney referred her matter to DA because driving under the influence of Adderall "could constitute a probation violation."
Bynes was pulled over by police on September 28 after stopping her car in the middle of an intersection at Van Nuys, California. After failing sobriety tests, she was taken to police station where police determined she was under the influence of drugs.
