"The law and order machinery of the state, which had gone bankrupt long back, has totally collapsed," Singh told reporters after meeting the parents of the girl who was thrown of a moving bus by her molesters in Moga.
Singh said that crimes of serious nature were regularly taking place in the state and "fear and insecurity are prevailing among people because of such incidents".
"The SAD-BJP government has lost the will to govern and hence the President's rule is the only option (left)," he said.
"The Badals behaved like the Britishers, who had cremated Bhagat Singh in the night to avoid public outburst," he said.

Earlier, the Congress leader expressed his condolences to the parents of the girl, saying that he was pained by the incident and his party stood by them in their hour of grief.
He gave Rs 2 lakh to the girl's parents on behalf of his party and assured them of bringing the culprits to book.
Addressing a dharna outside the civil hospital, where the the girl's parents are undergoing treatment, Singh said "he will ensure that the Badals were thrown out of Punjab".
