He said project conceptualisation would be in the first phase while the second phase would be to design the structure and the third phase implementation.
The state would have to approach the National Textile Corporation (NTC), the Maharashtra Coastal Zone Management Authority and the Bureau of Industrial Reconstruction for clearances and they would be expedited, he said.
Though there are obstacles, in the way of the memorial, we are confident of overcoming them, he said, adding that there would no commercial use of the mill land.
During the development of the memorial, all parties would be consulted and their views would be incorporated after appointment of an internationally-renowned architect.
However, he made it clear that land sanctity will be maintained at all costs.
Earlier, the BJP's leader of Opposition Vinod Tawde had said the state must get the land from NTC free of cost, as it is a government company.
