"Firing live ammunition into a crowd when there is no apparent threat to life amounts to excessive use of force. This loss of life cannot be justified," Amnesty International India Senior Campaigner Abhirr VP (VP) said in a release here.
"Any police personnel found to have used excessive force must be held accountable," he said, adding that the Arunachal government must conduct an inquiry to punish the guilty.
On May 2, two persons were killed and eight others injured when policemen fired on anti-dam activists trying to barge into a police station demanding release of a monk at Tawang district.
