"This is the UPA's farewell budget and unfortunately the Finance Minister has transgressed the Constitutional framework of Article 116 of the Constitution which specifies the powers of the government in taking a Vote on Account, and does not allow the government to indulge in grandiose announcements," Kumar said in a statement here.
The budget reflected the sense of desperation as the government was clueless on governance and various issues in the country, he said.
The government's domestic investment fell in just one year from Rs 17.3 lakh crore in 2010-11 to Rs 5.6 lakh crore in 2012-13, Kumar alleged.
"A decade of UPA rule has left the country bankrupt and
economy in shambles and its track record has been spiralling inflation, rampant corruption and stagnant economy," he said.
