The child's father, who works as a labourer, has alleged negligence on part of the authorities.
Mukki slipped and drowned into the ditch, which was inside a boosting station of the department, while playing yesterday, police said.
When the child did not return home till late evening today, his parents launched a frantic search.
His father Babloo Rathee and other area residents later found child's body in the ditch, police said.
Rathee alleged that on earlier occasions several animals had died after drowning into the department's boosting station. "Repeated reminders to the authorities to fill up the ditch had fallen on deaf ears," he said.
A councillor of the area demanded adequate compensation to the victim's family, saying Mukki was the couple's lone child.
