The Madhur Bhandarkar helmed film will star "Pink" fame actress Kirti Kulhari in title role.
"I am a fan of Madhur's work. I was happy to receive a call from him and when he told me the story and the fact that it is set in 70's, I was very excited. He loved what I created and it was his idea to get Bappi da (Bappi Lahiri) on board as he is synonymous with 70's film songs," Anu Malik said in a statement here.
The "Fashion" director is a R D Burban fan and the song has a retro feel because of the period the film is set in.
"Indu sarkar" is about a stammering poetess who rebels against the system.
Madhur has been doing an extensive research with his writer Anil Pandey and has met a lot of people to get information about the 21 months emergency in 1975.
The film is slated to go on floor this month. It will be shot in Mumbai, Pune and Delhi.
