AP govt approves Girl Child Promotion Bill

The Andhra Pradesh government today finally approved the draft "Andhra Pradesh Girl Child Promotion and Empowerment Bill, 2013" a brainchild of Chief Minister N Kiran Kumar Reddy, paving way for its introduction in the ongoing Budget session.
The Cabinet gave its nod to the draft at a special meeting this evening after a Group of Ministers studied it and made some recommendations.
Chief Minister Kiran Kumar, for whom it has become a prestige issue, had the last laugh as during the previous meeting of the Cabinet on June 7, the draft Bill was not approved following objections raised by some ministers.
A senior minister said after the Cabinet meet today that the modified draft bill would be tabled in the Assembly in a day or two.
Finance minister Anam Ramanarayana Reddy, Panchayat Raj minister K Jana Reddy and Transport minister Botsa Satyanarayana were among those who questioned the need to enact a law for implementing a populist scheme.
Jana, in fact, suggested that a one-time incentive be given to eligible families upon birth of a girl child rather than a staggered payment model spread over 20 years.

Interestingly, Jana Reddy skipped today's Cabinet meeting as his suggestions were not heeded.
Though Anam and Botsa attended, they had to toe the line of their colleagues and give their nod for the draft legislation, sources said.
Three other ministers Ponnala Lakshmaiah, Dokka Manikya Varaprasad and N Raghuveera Reddy also did not attend the Cabinet meet, though for different reasons.
Popularly called "Bangaru Talli", the proposed legislation is aimed at giving legal safeguard to the cash-flow scheme for families belonging to SC, ST, BC and minorities upon birth of a girl child.
Apart from annual grants, a lumpsum amount will be given to the girl upon completion of intermediate (plus-2) or graduation.
Meanwhile, the Chief Minister decided to constitute another Group of Ministers to look into the fee structure of private educational institutions.
Though the government had previously issued orders regulating fee in private and so-called 'corporate' schools, they were challenged in courts and the government could not get the stay orders vacated.
The GoM will have to look into the issue and submit a report to the state government in a week, sources said.
