"The Rules Committees of Legislative Council and Legislative Assembly gave their approval for constitution of the Standing Committees. This has been communicated to the state government. In the next step we will conduct a two-day orientation programme for the legislators followed by training for the Legislature staff.

The Standing Committees will then be put in place," the Speaker told reporters informally here today.

In all there would be 12 Standing Committees for different departments like rural development, welfare and industries.

"We have clubbed a set of departments under each Standing Committee. Each Committee will have about 31 members. We want every legislator to be part of at least one Committee," he said.

The Budget Session of the state Legislature is expected to begin on March 11 where initially the government proposes to introduce a vote-on-account Budget.

The regular Budget proposals would then be referred to the respective Standing Committees for studying and making necessary recommendations to the Legislature, which will then take up the regular Budget for consideration.

"Our objective is to have meaningful discussion on the Budget. The Standing Committees will be useful in this regard," the Speaker pointed out.

"We want our Standing Committees to be on par with those in Parliament. In Parliament, majority of the recommendations made by the Standing Committees are implemented by the government," Manohar noted.
