APSC chairman kept strong room keys violating norms: PCE

Violating the standard operating procedure (SOP), the arrested Chairman of Assam Public Service Commission Rakesh Kumar Paul used to keep both keys of the commission's strong room, its Principal Controller of Examinations said today.
"I had joined as Principal Controller of Examinations (PCE) on March one, 2016, but the SOP was never put up in a file to me. Today only I saw it," PCE Dr Babul Saharia told reporters here.
"In the double lock system, as per the SOP, one key of the strong room is supposed to be with the Chairman, and theother with Principal Controller of Examinations. I never received the key and both keys used to be with Paul. Till now, I thought the Chairman was the only custodian of the APSC strong room," Saharia said.
"The CCTVs in the strong room were also not functioning then," he asserted.
Answer scrips of various examinations conducted by the APSC, question papers and other related documents are kept securely in the strong room.
APSC Chairman (Incharge) Brigadier (retd) Ranjit Borthakur said the post of the Principal Controller of Examinations "was not given the due importance the post deserved. We will now plug all the loop holes". Paul was arrested on November 4 on charges of corruption.
