"It is quite natural that the Bihar chief minister is unhappy with the police action in not informing their counterparts. I will write a letter to the chief minister explaining the circumstances that forced police to maintain secrecy over the entire operation," Gowda told reporters on the sidelines of a function here.

He said he had a telephonic conversation with Kumar last night on the arrest of Kafil Ahmed from Barasmela village in Bihar's Darbhanga district in connection with the 2010 twin blasts at Chinnaswamy Cricket Stadium in Bangalore.

Gowda said if his state police had not maintained secrecy there were chances that the accused would have escaped arrest.

Expressing his displeasure, Kumar had said Karnataka Police "brazenly violated an established law about giving prior information to local police about arrest of a person from its jurisdiction".

"This is not right. Rules have been flouted in this case," Kumar had said, adding he had raised the issue of such arrests by police of one state in another state without prior information.

"The state's police where the arrest is taking place has to be involved," he said.

A police team from BJP-ruled Karnataka had arrested suspected Indian Mujahideen terrorist Ahmed three days ago.
