The green panel passed the direction after Prof A K Gosain of IIT-Delhi, one of the members of the earlier inspection team, submitted a report saying all existing vegetation has been cleared in the area and if the event was allowed, it would leave leave a "permanent footprint" on the floodplains of Yamuna.
However, in another report, Delhi Development Authority (DDA) has given a clean chit to the foundation and said no digging work was done at the site.
"There are some variations in the reports of DDA and Professor Gosain. It would be better if an expert committee visits the site and informs us about the actual position," the bench said while adding Environment Ministry and Ministry of Water Resources as party in the case.
In his report, Gosain has said the construction and preparations for the event were carried out in violation of the NGT's directions regarding the Yamuna flood plains.
