An early decision would be taken on the conduct of panchayat election in the state after the government examined the report of the committee headed by panchayati raj secretary B R Babu which was likely to submit it by October 10, the chief minister said.
Tuki, quoting Article 243E of the Constitution said that the tenure of panchayats has been fixed for five years and election should held immediately after completion of the term.
"As per Election Commission guidelines, panchayat elections cannot be deferred unless there is an emergency related to law and order and natural calamity," Tuki said.
On delimitation of panchayat constituencies, Tuki said that the cabinet has decided that delimitation should be done by the state election commission as per Centre's directive.
He said, a problem was faced as the 2011 census report containing village wise population was yet to be published on the basis of which delimitation has to be done.
"In the recent past, delimitations were done in some panchayat constituencies without following the rules and as a result many delimitation orders were challenged in high court. The next delimitation will be done strictly as per the Arunachal Pradesh Panchayati Raj Act, 1997," he said.
