Arunachal guv wants strengthening panchayat, municipal bodies

Arunachal Pradesh Governor Lt Gen (Retd) Nirbhay Sharma today emphasised on strengthening panchayat and municipal bodies by enhancing their capacities and effectiveness.
Going through the recommendations of the second State Finance Commission, which was submitted to him by the Commission's chairperson Fantry Mein Jaswal, Sharma stressed on enabling democratic decision-making and accountability in panchayats to promote people's according to the spirit of the Constitution, a Raj Bhawan communique said.
The governor while lauding the effort of the Commission in compilation of the report said that he would endorse and advise the state government to take the recommendations seriously.
Earlier Jaswal briefed the governor on the effort put in by the Commission while compiling the recommendations.
She informed that the state Finance Commission has recommended the principles which should govern the distribution between the state government and local bodies like Zilla Parishads, Anchal Samitis, Gram Panchayats and Municipalities on the proceeds of taxes, duties, tolls and fees leviable by the state government.
It also recommended on the determination of the taxes, duties, tolls and fees, which may be assigned to, or appropriated, by the local bodies from the consolidated fund of the state, the communique said.
The Commission's recommendations also include grants-in-aid to the local bodies and measures needed to improve their financial position.
The tenure of the second State Finance Commission which was constituted on August 28 2012 ended today.
