Arunachal Pradesh Cabinet decides to improve service delivery

Arunachal Pradesh Cabinet has decided to improve service delivery, adopt zero tolerance to corruption and endorse all decisions and initiatives taken by Governor J P Rajkhowa during President's Rule in the state.
Headed by Chief Minister Kalikho Pul, the Cabinet in its first sitting yesterday, decided to implement and comply with the order for cancellation of officiating promotions or functional appointments, an official release said today.
The Cabinet also decided to lay primary focus on education, health, power, water supply, effective policing for upkeep of law and order, maintenance of basic services including roads, it stated.

The cabinet also approved a one time grant of uniform allowance to police in the bank accounts for the year 2015-16.
The cabinet approved creation of 2541 posts in health department to fill the critical gap of manpower in the priority sector.

To improve the living standard of contingency/casual employees, the cabinet approved to enhance the minimum salary of workers from existing Rs 4500 to 6000 for unskilled and Rs. 5100 to 7000 for skilled worker with additional 2000 for five yearly enhancement scheme.
The casual and contingency employees serving in area II shall continue to draw Rs 600 per month in addition to the above enhanced rates, the release said.
The state cabinet also decided to prioritise integrated check gates for all entry points with standard design as per requirement including hotels, public utilities, high mast lights, telephone, CCTV, vehicle X ray and parking places.
Thrust for agro industry with special emphasis on food processing, tea industry for economic growth and winery would be given.
The cabinet in another decision decided to work out micro-hydel power policy along with non- conventional sources such as wind and solar for each major habitation, the release said.
All departments would ensure public disclosure of important projects so as to encourage public scrutiny, audit and accountability of expenditure.
The cabinet has directed the Finance Department to immediately close the system of parking funds in the civil deposit so as to ensure transparency in public expenditure.
In another decision, the cabinet accorded top priority to the law and order and accordingly sanctioned additional manpower of 2022 including 400 women police posts, besides 224 mobility vehicles, TA/DA, medical and uniform allowances for cops to be implemented immediately.
It also decided to promote Arunachal as film destination and encourage local entrepreneurs for production, distribution and display.
The cabinet also decided to rejuvenate mines and minerals besides maintaining the roads in capital, district headquarters and all weather roads for administrative headquarters.
It further endorsed the decision of chief minister for enhancement of stipends which is to be paid on monthly basis besides keeping fund for excursion for the colleges from May 1 next.
Salaries of all contractual employees under NHM and SSA would be paid on monthly basis from May 1 next, the cabinet approved.
