Assam Human Rights Commission recommends compensation

The Assam Human Rights Commission has recommended to the state Government to pay compensation of Rs 10 lakh to the next of kin of one Binoy Mohan Das, who died after accidentally falling into an unguarded drain here in 2011.
A Division Bench of the AHRC comprising its chairperson Justice Aftab H Saikia and member Tarun Phookan by its order yesterday passed on case No.238/24/11-12 recommended that the compensation be paid within three months to the next of kin of Das, the then Superintendent of Kamrup Treasury.
Das had died after falling into the drain flowing beside the R G B Zoo Road on October 21 while reportedly waiting for a city bus enroute to his house after office hours.
Consumers' Legal Protection Forum, Guwahati chief coordinator Ajay Hazarika had filed a complaint before the Commission in that regard and after taking up the case the AHRC directed the Guwahati Municipal Corporation (GMC) and the APWD (Roads) Guwahati City, Division-I, to separately enquire into the fatal incident and submit their respective reports.
After considering the reports the Division Bench passed the order of the recommendation. The State Government was given the liberty to realise the compensatory amount in equal proportion from those two departments fixing responsibilities in that regard upon their respective officials/staff concerned.
