The Privileges Committee of the Delhi Assembly has recommended dropping charges of "breach of privilege and contempt proceedings" against BJP leader Vijender Gupta over his article allegedly favouring "abolition" of Rajya Sabha.
The Committee, in its report presented in the Delhi Assembly today, said although the article penned by Gupta was a "serious assault" on the Upper House, the charges should be dropped in view of his "unqualified apology".
"Coming from a seasoned politician, who is bestowed with the position of Leader of Opposition by the Speaker, the Committee is dismayed at his lack of understanding of the functioning of the democratically elected legislatures and their privileges.
"Nevertheless, in view of the unqualified apology tendered by him, the Committee recommends that the breach of privilege and contempt proceedings initiated against him be dropped, with the hope that in future he will be mindful of the position he is holding and the dignity of the House that he is representing," it said.
Last year, Assembly Speaker Ram Niwas Goel had forwarded the matter to the Committee following Rajya Sabha Chairman asking him to take appropriate action in the matter.
The Rajya Sabha Chairman had acted on a complaint by JD(U) MP K C Tyagi, who accused the BJP MLA of casting aspersions on the members of Rajya Sabha.
