Bahuguna, who recently won Sitarganj Assembly by-elections, has announced that he will resign from Tehri Lok Sabha seat on July 21.
Congress sources said several party MLAs and senior leaders, including Satpal Maharaj and N D Tiwari, are likely to support Sudha's candidature.
Opposition BJP might field Tikarani Shah, daughter-in-law of late Maharaja Manvendra Shah, against Sudha if she is fielded from the seat.
Former chief minister B C Khanduri is also seen as a prospective candidate fo the seat, BJP sources said.
