The bandh was total in Itanagar, Naharlagun, Nirjuli and Banderdewa areas as business and commercial establishments, educational institutions, private and central government offices remained closed while attendance in state government offices was thin.
Most vehicles went off the roads and only a few state transport buses which plied with escort, police sources said.
The bandh, which began at 5 am, was peaceful, police said.
The BCIF called the bandh in protest against the state government's recent decision to shift the site of the proposed greenfield airport from Karsingsa to Hollongi.
A bandh was also called by the forum last week.
