"If the demands are not met within the specified period, we will be forced to chalk out further strategies on the issue," convener of Jammu and Kashmir Panchayat Conference (JKPC) Shafiq Mir, told reporters here.
"We will not accept the BDC polls until the panchayats are empowered in the state", he said.
"Congress is confusing people on reservation issue in BDC elections-- it is another step-- first empower the panchayats -- BDCs also need powers-- without the powers, BDC elections are useless", Mir said.
"Jammu Kashmir Pradesh Congress Committee has back-stabbed us. We were assured implementation of 73rd amendment at the cost of deferment of BDC polls but there was no circular issued and the elections were deferred," he said.
"I was called by a state minister of Congress on October 12 regarding the BDC polls but we have been deceived," alleged Mir.
BDC elections in the state, which were to be held next month, have been postponed by the state government on October 15 to provide for quota to SC, ST and women.

A decision to this effect was taken at a cabinet meeting chaired by Chief Minister Omar Abdullah, sources said.
Mir, meanwhile, lauded the efforts of Congress General Secretary Rahul Gandhi in the deferring of BDC polls.
There are 33,000 elected members of panchayats in the state and most of them are demoralised due to their ignorance by the state government, he added.
