Unable to run the proceedings, Speaker Vijay Kumar Choudhary adjourned the House till 2 pm.
Chief Minister Nitish Kumar, his deputy Sushil Kumar Modi and Leader of Opposition Tejashwi Prasad Yadav were not present in the House during the pre-lunch session.
Talking to reporters outside the House, RJD MLA Bhai Virendra said the opposition had served an adjournment motion notice for a debate on the law and order situation.
Terming the NDA's double engine government at the Centre and the state as "mahajungleraj" (law of the jungle), he said incidents of loot, murder, kidnapping and rape have become the "order of the day" in Bihar.
